  Raspberry Pi: desktop forgets audio device selected after reboot

Bug description:
  Hirsute 21.04 Raspberry Pi on Pi 4B 4GB

  Audio output device defaults to 'Headphones - Built-in Audio': this is
  the AV jack. Settings also lists 'Digital Output (S/PDIF) - Built-in
  Audio' which is HDMI, and I can get audio from it correctly. However,
  this setting is not saved, and on reboot it defaults back to
  'Headphones - Built-in Audio'.
