Workaround found!  Issue was systemd not providing /var/run/utmp

added a script to /etc/rc.local that does

if [ ! -f /var/run/utmp ]
then
    cat /dev/null > /var/run/utmp ; chown root:utmp /var/run/utmp
fi

  Who returns no results on xenial.

  Here's an strace.  I don't see any obvious difference between it and
  an strace on a system that works (an unupdated xenial or a bionic
