The chroot.py in the lp:click lists the intltool as part of the frameworks. Still it is the intltool-debian package what gets installed when the click chroot is created. The cmake looks for the /usr/bin /intltool-merge when the intltool-debian installes to the /usr/share /intltool-debian/intltool-merge.
