After trying to cherry-pick upstream commits, including [1], the test is still failing on ppc64el. This may be a testbed issue, and for now it seems the best course is to skip the test. [Test Plan] This fix is verified by TEST-58-REPART being skipped on ppc64el. [Where problems could occur] If we messed up the denylist usage, the test would not be skipped, or a different one would be.
