Title:
can't add more than ~1024 IP addresses

Status in netplan:
  Invalid
Status in systemd:
  Unknown
Status in systemd package in Ubuntu:
  Triaged

Bug description:
I've migrated from Debian (using /etc/network/interfaces) to Ubuntu
22.04 (using netplan). To my surprise, it's not possible to add more
than 1024 IP addresses using netplan.

  It errors in syslog with:

  Oct 17 07:19:50 ktsend11 systemd-networkd[678]:
/run/systemd/network/10-netplan-ens192.network:3299: Failed to allocate new
address, ignoring assignment: Argument list too long
  Oct 17 07:19:50 ktsend11 systemd-networkd[678]:
/run/systemd/network/10-netplan-ens192.network:3300: Failed to allocate new
address, ignoring assignment: Argument list too long
  Oct 17 07:19:50 ktsend11 systemd-networkd[678]:
/run/systemd/network/10-netplan-ens192.network:3301: Failed to allocate new
address, ignoring assignment: Argument list too long
  Oct 17 07:19:50 ktsend11 systemd-networkd[678]:
/run/systemd/network/10-netplan-ens192.network:3302: Failed to allocate new
address, ignoring assignment: Argument list too long

As a result, only around 1024 IPs are present in the system:

  # ip addr|grep -c inet
  1027
