I remember talking to the GNOME developers about this, I think it was in person at a conference last year. From what I recall, they said the OpenGL backend had issues so there was good reason to leave it disabled. I don't know if it's the same reason as in comment #5, but it probably doesn't matter because:
* Apps using Cairo efficiently that keep the Cairo results in an OpenGL texture most of the time already work just fine. It's only the render and upload (glTexImage2D) stages that would be slower with the current CPU rendering but a well-written app will never bottleneck on that.
