This doesn't seem to be an issue with the openssl package itself. (oops, sent my message too quickly)
In DpkgTerminalLog.gz there is this line: debconf: DbDriver "config": /var/cache/debconf/config.dat is locked by another process: Resource temporarily unavailable In general you might be able to check which file hoids the lock with "sudo fuser -v /var/cache/debconf/config.dat". I'm going to mark the bug as Incomplete but change the status if there are more hints that this may be specific to openssl.
