Title:
  System boots to a black screen when nvidia-390 is installed

Status in nvidia-graphics-drivers-390 package in Ubuntu:
  Incomplete

Bug description:
  Upon installing the 3rd party nVidia version 390 drivers for the Dell
  E6520 laptop, after reboot hangs with a black screen and a blinking
  cursor in the upper left hand corner.  Booting to a terminal prompt
  and using "sudo apt remove *nvidia*" and rebooting solves the issue.
  This did NOT happen in 22.04 LTS on this laptop with no other hardware
  or BIOS changes.  This install of 23.04 was a clean install, the 22.04
  install was wiped.
