I doubt the kernel but a standard desktop install should have given you the hwe kernel so something isn't right. There is no way you should get this problem running Firefox in a standard desktop install. The bug is mostly due to non standard logins and certainly a standard Ubuntu install delivers snaps that work.

Someone suggested this might be related to bug 1850667, but that bug is marked fixed as of a couple months ago, and I just did this upgrade today.
