Removing Python modules causes the removal of Xorg

Bug description:
I tried to remove python3-keyring and was surprised to see that this would
cause the removal of xorg and sddm.
The dependency chain is something like: python3-keyring <-
python3-launchpadlib <- python3-apport <- xserver-xorg <- sddm.
It is completely unexpected and potentially embarrassing to end up
with no graphical desktop after removing a random Python library.
python3-apport should not be a hard dependency of xserver-xorg.
