It appears you just don't have any keymaps installed. Do you have
console-data installed, or any files listed in these directories?
/usr/share/keymaps/
/usr/share/kbd/keymaps/
/usr/lib/kbd/keymaps/
If not, then this is not a bug AFAICT.

Console log:
$ localectl set-keymap de
Failed to set keymap: Keymap de is not installed.
$ localectl list-keymaps
Failed to read list of keymaps: No such file or directory
This is not a duplicate of https://bugs.launchpad.net/bugs/2030788
which is about the X11 keymap instead of the console keymap.
