Bug description:
rsyslog v8.2312 (introduced in noble) has a fix to make
keepKernelTimestamp=off[1] work.
This caused the keepKernelTimestamp=off become the default value and kernel
timestamp disappeared from the kernel logs.
Ubuntu 24.04 and up are affected.
Workaround:
add keepkerneltimestamp="on" in the rsyslog.conf:

module(load="imklog" permitnonkernelfacility="on" keepkerneltimestamp="on")
