Bug description:
As described in https://discourse.ubuntu.com/t/plucky-puffin-release-
notes/48687#p-120902-tzdata the next Ubuntu 25.10 (questing) release,
the /etc/timezone file will be automatically removed and support for
it in the maintainer scripts will be completely dropped.
