  After a flash enabling developer mode does not work

Status in android-tools package in Ubuntu:
  Expired

Bug description:
  Using a krillin

   * Have developer mode enabled
   * Flash with ubuntu-device-flash  
--channel=ubuntu-touch/ubuntu-rtm/14.09-proposed --wipe --device krillin
   * Go to system settings and enable developer mode
   * Go back and then go to Developer mode screen
   * See it is marked as disabled
   * Enabled it again
   * Now it is enabled
