Hi from upstream, WebKitGTK+ uses GTK_STATE_FLAG_CHECKED to indicate that the toggle button is selected when built against GTK+ 3.14 or newer. When built against older GTK+, it uses GTK_STATE_FLAG_ACTIVE. That is the correct behavior.
