I tested that proposed udev does not regress the 3.13 kernel and that it fixes the issue when running the hwe kernel.

[Impact] Currently, graceful shutdown via the iLO works when running the base trusty kernel, but if the hwe kernel is installed, it does not. [Test Case] Initiate a graceful shutdown via the iLO. [Regression Potential] The new rule is pretty tightly bound to the m400 system - so the risk of this rule matching and impacting behavior on a different platform is minimal. This will presumably cause new code to run and read /proc/device-tree/model on other platforms - but this is already done for the m800 system in both utopic and trusty as well as the 3.13.0 kernel m400 rule.
