I cannot see any flickering (i.e., frames of black or some other color inbetween the rendering of the resizing image).
What I do see is the status bar and application header hiding/unhiding at the same time, but they are not synchronized. Because of this the space for the photo is changing in a non-fluent way which causes a jittery animation. Is this what the bug is referring to? If the jittering is a problem, I think it could be solved by instead of a header that animates out, using a semi-transparent overlay header (like in the camera app photo roll).
