This is a feature of the BQ phone HW as it removes the modem SIM interfaces completely when entering flight mode. The only option to work around this would be for ofono rild driver to cache the sim pins when it detects a BQ phone HW and flightmode being activated and automatically enter the PINs behind the scenes when the phone leaves flightmode.
