As described in bug 676453, the Launcher icon is supposed to fill up as
the installation completes. This would make clear that the app is not
launchable yet.

Even if it didn't, launching Ubuntu Software Center to its screen for
the app would not be useful in this case. There's nothing useful to do
there in this situation.

  Icons of currently installing applications should go to Software
  Center installation screen when selected in the launcher

Bug description:
  A new behaviour of Unity 5.8 is to animatedly move the icon of an
  application being installed in the Software Center to the dash. This
  is quite a good idea but it falls apart when clicking on said icon
  doesn't actually do anything during installation. While installing, it
  should go to the installation progress page of the Software Center.
  When the installation is complete, it should launch the application
  instead.
