Rodney, I'd argue that for some particular cases, like the apps scope the scope middleware could diff the results compared to the previous one and update the model without resetting it.

Actual : 5) The Department remains the same as selected but the list refreshes and takes the user to the top of that list and the user has to again scroll down that already parsed list.
