The SB Touch cannot talk directly to the iTouch. You need a wireless access point in the picture somewhere. The access point doesn't have to be connected to the internet but it does have to be there. It sets up the wireless "infrastructure" that both Touches connect to.
The access point is where you setup the wirless network parameters such ssid (name) security method (WEP or WPA) and the security key. The access point can be a wireless router or just an access point. You can have it connected to the internet or not. Certain things work better if the Touch can get to the internet but its not required.
