There really is no difference hardware wise. Idle means its not playing
anything, and sleep means its not playing anything and is displaying
the "sleep" screensaver. That's it. This means that the ONLY difference
between idle and sleep is that idle displays the idle screensaver and
sleep displays the sleep screensaver. The Touch will automatically go
into idle mode after a certain time, but I think you have to explicitly
go into sleep mode.

There are menus items in the setup hierarchy that can be used to change
the time to wait before going into idle mode.


Idle and sleep mode DO you less power, but simply because they are not
playing anything. There is no "Power down" mode that turns things off
etc.
