The forums' search function is less than optimal, but this has been discussed at length previously. The short answer is no, the Touch's built-in server (aka TinySC or TinyLMS) does not support plugins.
A more precise answer is that it can run some plugins if you are able to install them manually. Other plugins won't run at all. I don't know which category the NPR plugin belongs in. I'm not sure about the accuracy of the Touch's built-in server only having enough "throughput" to support one or two boxes.
