OK. so this removes the tinyLMS from the equation. Very odd. Other than the one other person in the thread above, I haven't seen this issue raised outside the issue when using the TT3.0 hacks. I personally use the TOUCH to listen often to < 64kbs stations (many of my NPR stations are < 64, some in 30s). I've never seen this problem occur.
