So I think it is somewhat network related. Went to play some 192k over Toslink and got the same re-buffering issue that I was getting on USB earlier. Come to find out, kid was streaming Amazon on the same 2.4 channel.
Interestingly, after the Amazon streaming was done, I tested the Toslink and it was fine then switched to USB and had the same re-buffering issue.
