When I last checked the guidelines, it said something to the effect of,
"Cells can block on sender, but not recipient, though they can reduce
their coverage area."
Perhaps the guidelines should include a provision for organized "fax
storms" for occurrences like this. Something to the effect of, "A
number may be blocked in the event that circumstances result in a flood
of faxes that would tax the cell resources or cause legal problems."
I think that this is an appropriate response of a cell owner, and it
seems to be standard practice, so maybe the documents need to be
modified to reflect this.
