if there where releases out there and more people using trac 0.11, more
developers would try to devel to trac 0.11 and propose for API
changes/improvements. If there is no release, trac 0.11 continues to be
a bunch of features, where you could improve lots of stuff yet ... and
get all the pretty stuff in ... and then ... never release.
