One of the Trac hosting providers was also offering commercial services developing Trac plugins, though it appeared to be for custom features. I don't know of any plugins provided as a commercial "product", but that doesn't mean you couldn't find a market for it. Of course if your idea is cool enough there's a good chance someone in the Trac community would develop an open source clone of it.
