I'm not sure if it's related to the session management system or the
cache system:

When a user (which has never performed an action on a Trac project)
creates a ticket, he cannot assign himself to the ticket:
His name (login) does not appear in the drop-down list of assignees
("Assign to")

Even once he has created the ticket (and therefore changed the DB),
his name is still unavailable from the Assign To drop-down list.

This "known user list" has always been a bit mysterious for regular
users (I count for one of them: I still cannot predict when a user
will eventually appear in the list), but now it seems to be a real
bug.

Moreover, I think there are at least two missing features to populate this list:
 * current user should always appear in a drop-down list - if his
permissions match ? - even if he has never been registered in the
system yet. It's kinda weird that a developer reporting a bug cannot
assign himself as the ticket owner,
 * Trac should offer a configuration option so that all known users
appear in the drop-down lists, whether they have performed any action
on the system or not.

Any thought ?
