By default anything in outcookie that doesn't have an explicit expiration will be sent as a session cookie, meaning it is scoped to the current browsing session. It will be lost when the browser is closed. You can also specify an explicit expiration time. You do not need to manually refresh a cookie every time, though if you want to update its expiration date on each page load you would probably have to.
