Made these changes:
 * Eclipse and PyDev information remains at [2] with a reference to [1] for
installing the development tools and installing Trac in a development
environment.
 * Moved the content on developing in a virtualenv with Apache and
mod_python and mod_wsgi to [3].

The pages could probably benefit from some minor improvements, such as the
consequences of creating a virutalenv with the `--no-site-packages` option,
as discussed in [4], so I'll work on that a little bit in the coming weeks.
