Install the ThemeEngine plugin. After that there will be a <textarea>
in the admin panel you can just put custom CSS in.

Actually, I think it is very difficult to customize Trac and ask
myself if this could become more simple in future versions. For
example with a central CSS folder where I can replace files to change
the design of my trac. I assume this aspect would be welcomed by many
trac teams that may not have time to do research of how to change
trac's face. What do you think?
