I'll want to do the same thing for a Trac project of mine.

I tested to get a plugin to redirect to a user page after login. This
failed by now, but should work with little modification to plugin code.
As soon as this works, I'll create /newticket links with the defaults
added as arguments to the url like [/newticket?custom_field=default
default new ticket]. This part works already nicely.
