Man, I think you are a bit lost here. =)

This URL is the address of Project.net's Trac instance.It is where the
team that develop project.net discuss the development process.

If you are interested in *using* Project.net, you can just download
the source code and deploy it. Project.net seems to be written in
JAVA. http://www.project.net/community

The funny thing is that Project.net is itself a Project Management
system, but they use Trac as their internal Project management tool,
wtf!?
