BTW the need for the notification feature when a document is
attached/removed to/from a ticket as increased here lately, so I've
implemented it for Trac 0.12-stable. :P

I'm gonna deploy it on our production server.
Would be nice as well, though we should probably port it from there to
trunk.
0.12.3 is a bit late in the release cycle for containing enhancements.
