Do you mean writing a wrapper around the new implementation to support the old API? Instead one could perhaps simply leave the old implementation in place "side-by-side" just for supporting the old API, assuming this would require less effort. After the deprecation period, both the old API and the old implementation could be removed at the same time. But maybe this has other disadvantages?

Message encryption support
is still very unfinished and lacking much of the configuration support
I'd like to provide for it, to make it's application doable even without
much cryptography expertise.
Would it make sense to leave out the encryption support itself from the Trac integration and just add a new extension point interface IEmailCryptographyProvider for this? It seems like an area where people could have quite diverse requirements.

Another option, that I could support actively, would involve working on
a copy of the plugin code at Bitbucket with the added bonus of more
visible forks, pull requests and Mercurial Queues, if you'd favor that
kind of collaboration.

That would suit me more than SVN, but don't go out of your way. If the announcer maintainer and contributors prefer the current arrangement and plan to improve the plugin first I certainly don't want to interfere with that. :) (Also please don't let me keep you from dedicating your time to more pressing plugin issues!)

I was mostly just wondering if the proposal was considered dead or not, as it also influences a bit how other work on Trac can proceed. (e.g. Batch notifications [1])

So the real next steps would be to tackle (a certain subset of?) the list of open announcer issues? [2]
