Personally I've found Python to be a nice language to newbies due to it's formatting requirement for code indentation and largely self-explaining error messages. Especially these "Tracebacks" have served well to get me into it. Good code will not necessarily be short, but always nice to look at. As mentioned above, a look at some existing plugins should get you started. You choose plugins with similar purpose [2]. And you might need Python CVS bindings [3]. Good luck.
