... on purpose. So far, all the locale/ changes on 0.12-stable have been ported to trunk painlessly. If we update the .pot file and send a signal that translators can now translate 0.13dev, then it won't be possible to easily merge the changes from 0.12-stable to trunk.

That being said, I think it's OK to do that now. 0.12-stable is under string freeze since a while, in preparation for 0.12.3, and I think we don't anticipate big changes to happen on that branch anymore, so it could remain in string freeze.
