IMHO, something like the Mercurial's crew repo
is required, I have seen a lot of tickets
with patches attached and not applied for months/years.

Also, this "crew" repo would be nice to be a Mercurial one,
since SVN is kind of obsolete, and Mercurial have
a better support for Windows developers than Git.
