If you look at:
http://trac.edgewall.org/log/trunk/trac/locale/sv/LC_MESSAGES/messages.po?action=stop_on_copy&mode=follow_copy&rev=11202&stop_rev=&limit=100
you'll see that the file in question was added in r5851.
For the same URL, the svn command line works fine:
svn log
http://svn.edgewall.org/repos/trac/trunk/trac/locale/sv/LC_MESSAGES/messages.po
...

Added the initial version of the Swedish translation of Trac
So why TortoiseSVN tries to look at that path at this revision is
another story...
