Christian, I agree to your comments, but as far as I know it's impossible to allow a user to see only the tickets he reported, which would be a nice solution (as described in #2393). There are workarounds that limit reports to only the users tickets, like #1316, but this still requires TICKET_VIEW, which allows the user to see all tickets.
