No, the 0.9 releases of Trac don't have the hooks in place for doing
something like a captcha.  

For the upcoming Trac 0.10 there is a spam-filter plugin which supports
various filtering techniques.  The most effective one at this time uses
the Akismet service from WordPress.  This has been installed on the main
Trac site, and trac-hacks.org.

If you don't want to upgrade to the Trac trunk yet, you could also
consider requiring users to register via the AccountManager:
