This may feel a bit like the chicken and egg issue.
Basically, the administrator needs to browse the official web site
(TracInstallation is a good starting point) to set up a workable
environment - when the environment is created, the documentation is
automatically added as wiki pages, then your Trac users may browse the
Trac "user" documentation from your installation.

If you look for a all-in-one PDF (or m$ doc) document file, you'll get
disappointed: Trac documentation is mostly available as wiki pages.
Yea, looks like I'll have to convert our local site into a PDF and send
it to the folks at FreeBSD. So they can make their port complete.

I still can't understand why it won't/ can't be distributed with
documentation. It ultimately creates an exercise in frustration
for a new administrator/ user.
