Ok, the latest (unstable) release of setuptools for Debian (0.6c2-1)
does not work with Subversion 1.4.0: as the working copy format has
changed from SVN 1.3 to SVN 1.4, and that setuptools uses raw access
to the internal structure of the WC to retrieve the URL of the
repository(*), a bleeding-edge version of the setuptools is required
to build an EGG file.

Anyway, the latest release of the webadmin plugin seems to run fine on
a Debian box and Python2.4

(*): I'm not sure if there is a good reason to access internal data of
a SVN WC rather than to rely on a SVN library. From my (incomplete)
perspective, it seems unreliable and dirty...
