In Trac's Trac, we're using a ''needinfo'' keyword to identify the 
tickets on which we cannot act immediately, because of missing 
informations. Likewise, you could use a ''delayed'' keyword (eventually 
together with the name of the person on which this task depends), or 
even use a custom field.

In the Mantis bug tracker, there's a "feedback" status for expressing 
the same thing, and I think that with the WorkFlow refactoring of Alec 
Thomas, it will be easy to add new statuses like this one in Trac.
