It was installed unzipped in both the locations (systemwide python
library dir and /usr/share/trac/plugins).
I tried with and without

[components]
webadmin.* = enabled

for both locations. In the former location ocassionally the log dir
would show the plugins being loaded, but the
ADMIN tab would not show up nevertheless for a user with TRAC_ADMIN
granted.
