You might be able to do this in Apache.  Do you want
10.0.0.1 => usera
10.0.0.2 => userb

which is a bit tricky, or are you not having users to assign tickets to &c and 
just a generic

10.0.0.1 => allowed
! 10.0.0.1 -> denied

is enough?  Cuz that is _easy_ to do in apache.
