If you run tracd, you probably do not use Apache to run Trac. So
changing a setting in the Apache config file won't help.

Have you followed the recommended actions as printed out in the error
message you copied 'n pasted, that is to define the cache directory to
another directory with R/W access ?

Try to define PYTHON_EGG_CACHE to a valid directory. You can define
PYTHON_EGG_CACHE either from the command line (set
PYTHON_EGG_CACHE="C:\...") or from the System Settings in the Windows
control panel/...
