Look in your trac documentation under
wiki/TracLinks#AdvanceduseofTracLinks (for 0.10.5 at least) there is a
description for relative links where [..] is exactly what you would hope
it would be:

../wiki/PageName/Draft  [..] links to ../wiki/PageName

Plus there are other examples for e.g. sibling sub-pages
