How do you have the hotcopy setup, do you run it interactively? Have you checked the permission settings on the source and target directories for the account that runs the hotcopy command? Although less common on windoze, permissions for directories can be changed (I have done this to comply with my company's policies) to exclude most users and that does seem the mostr likely explanation at the moment.
